Army: no bullet wound found in soldier Skype death

WASHINGTON (AP) — Army investigators found no bullet wound and have no evidence of foul play in the death of a soldier who died in Afghanistan during a Skype video chat with his wife, officials said Monday.

Capt. Bruce Kevin Clark’s wife says her husband fell forward during the video session last week and that she saw a bullet hole in the closet behind him, raising the question of whether he had been shot.

But Christopher Grey, a spokesman for the Army Criminal Investigation Command, said Monday that no bullet wound was found in Clark’s body.

An autopsy is being done to determine the cause of death and the investigation is still under way, Grey said.

“But the important thing is that there was no bullet wound, no trauma,” except that Clark’s nose was possibly broken when he fell on his desk, Grey said.

Clark’s family released a statement Sunday describing what his wife saw in the video feed recording her husband’s death in Tarin Kowt, Afghanistan.

“The closet behind him had a bullet hole in it,” the statement said, adding that “others individuals, including a member of the military, who rushed” to the Texas home of Clark’s wife also believed it was a bullet hole.

The statement says the Skype link remained open for two hours on April 30 as family and friends in the U.S. and Afghanistan tried to get Clark help.

“After two hours and many frantic phone calls by Mrs. Clark, two military personnel arrived in the room and appeared to check his pulse, but provided no details about his condition to his wife,” the statement said.

In the statement, Susan Orellana-Clark said she was providing details of what she saw “to honor my husband and dispel the inaccurate information and supposition promulgated by other parties.”

Clark grew up in Michigan and previously lived in Spencerport, N.Y., a suburb of Rochester, his wife’s hometown. He joined the Army in 2006 and was stationed in Hawaii before he was assigned to the medical center in El Paso. He deployed to Afghanistan in March.

Clark’s body was returned Thursday to Dover Air Force Base.

He is survived by his wife and two daughters, aged 3 and 9.

The following words spoken from Him who defeated death itself when He resurrected from the grave—JESUS CHRIST described the scene, and those in it who missed it. They missed out on it.

NOTICE—from the words of Jesus Christ how deceived, surprised, and dismayed they that heard these words were. THEY HAD MISSED IT and now were going to miss out for eternity.

WHAT WAS IT THEY MISSED AND WHY??

Notice they thought and felt they were Christians. They were believers. That is obvious for they said to Him “have we not prophesied in thy name?”, have we not “in thy name cast out devils?” and “in thy name done many wonderful works?” Notice that Jesus did not deny
that they had, they had done all these things, BUT they missed it, and now it was too late for them. They were believers. There was not one of them in the crowd that didn’t believe John 3:16…

OBVIOUSLY IT TAKES MORE THAN JUST BELIEVING IN JESUS AND JOHN 3:16

So many today are told by religious leaders (who may or may not be sincere) that all one has to do to be saved, as they say, is believe on Jesus. It’s called the faith only doctrine, which itself is a misnomer, for faith is acting on what one believes to be true. The Apostle Peter was given the keys to the kingdom…

“I will give you the keys of the kingdom of heaven; and whatever you shall bind on earth shall be bound in heaven, and whatever you shall loose on earth shall be loosed in heaven.” Matthew 16:19

In Acts Chapter 2 it was Peter’s preaching to the very crowd that was involved in the crucifixion of Jesus Christ fifty days previous that caused the people to say…

“Now when they heard this, they were pierced to the heart, and said to Peter and the rest of the apostles, “Brethren, what shall we do?” Acts 2:37

NOW, IT’S VERY HARD TO MISS THE APOSTLE PETERS’ ANSWER TO THIS QUESTION!

And Peter said to them, “Repent, and let each of you be baptized in the name of Jesus Christ for the forgiveness of your sins; and you shall receive the gift of the Holy Spirit. Acts 2:38

People, for the most part, are not being told by their religious leaders to do this. Instead, they are simply told to believe, to accept Jesus, let Him come into their hearts, say the sinner’s prayer, etc, etc.

Baptism, true genuine Bible baptism, is immersion in water. Not sprinkling, not pouring, not a Holy Ghost experience, not dry cleaning or any other counterfeit that men, with the assistance of satan, dream up. It is immersion in water; full and complete immersion in water.

It’s what John the Baptist did…

And John also was baptizing in Aenon near Salim, because there was much water there; and they were coming and were being baptized. John 3:23

It’s what was done in Acts Chapter 8…

And as they went along the road they came to some water; and the eunuch said, “Look! Water! What prevents me from being baptized?” And Philip said, “If you believe with all your heart, you may.” And he answered and said, “I believe that Jesus Christ is the Son of God.” And he ordered the chariot to stop; and they both went down into the water, Philip as well as the eunuch; and he baptized him. And when they came up out of the water, the Spirit of the Lord snatched Philip away; and the eunuch saw him no more, but went on his way rejoicing. Acts 8:36-39

It’s what Romans Chapter 6 describes as a burial…

Or do you not know that all of us who have been baptized into Christ Jesus have been baptized into His death? Therefore we have been buried with Him through baptism into death, in order that as Christ was raised from the dead through the glory of the Father, so we too might walk in newness of life. Romans 6:3-4

WHY ARE SO MANY MISSING THIS? YOU CAN’T MISS IT ONCE YOU REALLY LOOK FOR IT YOURSELF.

So why are so many missing it? Notice the words of Jesus that we’ve just read were preceded with the words:

“Beware of the false prophets who come to you in sheep’s clothing but inwardly are ravenous wolves.”—Not everyone who says to me Lord, Lord, will enter the kingdom of heaven, but he who does the will of my father who is in heaven” Matthew 7:15&21

The way you tell a falsehood (and the one who proclaims it) is to compare what is said to what the Bible says. Remember, the one saying it may believe it himself as this may be what he was himself told, but be that as it may, your life and eternal life is dependent on what the Bible tells! And it tells believers in Christ to…

Jesus said “Beware!”—Beware of the false prophets whose motive may be deception, or human pride that keeps them locked into their own deceptions, who will try to argue this simple point and even try to use other Scriptures in their reasoning. Beware! Also beware of reasoning “what difference does it make?”… Why risk your whole eternity on falsehoods and human reasoning? (Read the story of Naaman, whose ‘reasoning’ almost kept him from going down into the water to be cleansed-2 Kings 5:8-14).

This tract was prepared with the prayer that you the reader would not miss this, and miss out as those people Jesus spoke of did in Matthew 7:23.

WHY SOME WILL MISS IT!

It’s simple. It’s called repentance. The believers in Acts 2:37, who asked what to do, were told to first–REPENT. Repentance involves changing ones mind, it involves surrendering ones will to the will of their master and king Jesus Christ. It is the desire to do His will, not ours. The Bible likens it to dying to our will and living to do His will. If you will not do this, you will not most likely get baptized. And even if you did, it would do no good. You must, as a believer, repent before you are baptized.

Many have been baptized, i.e. immersed in water but not for the right reason. In the faith only doctrine there are a number of churches that do baptize, but not “for” the remission of sin; not “for” the forgiveness of sins…

And Peter said to them, “Repent, and let each of you be baptized in the name of Jesus Christ for the forgiveness of your sins; and you shall receive the gift of the Holy Spirit. Acts 2:38 NASB

These churches baptize for what they call “an outward sign of an inward grace” or because you are already saved. They deny the obvious, that baptism is part of God’s plan of salvation. How much more obvious can God make it than Acts 2:38 or 2 Peter 3:21?

And corresponding to that, baptism now saves you– not the removal of dirt from the flesh, but an appeal to God for a good conscience– through the resurrection of Jesus Christ. 1 Peter 3:21

Often, to try to get you to deny the obvious, false teachers will point out that the thief on the cross was not baptized and he was saved (Luke 23:43). This is true, but this truth doesn’t invalidate the truth of Acts 2:38.

You see, the thief on the cross was given salvation prior to the death of Jesus. We today live after Jesus died on the cross, and was buried in the tomb and then resurrected. We live in what the Bible calls the New Testament which did not begin until His death, burial, and resurrection…

And for this cause He is the mediator of the new testament, that by means of death, for the redemption of the transgressions that were under the first testament, they which are called might receive the promise of eternal inheritance. For where a testament is, there must also of necessity be the death of the testator. For a testament is of force after men are dead: otherwise it is of no strength at all while the testator liveth. Hebrews 9:15-17 KJV

Today, for one to get the salvation Jesus willed to us, we must follow the dictates of His last will and testament. The Bible testifies to you thru the Holy Spirit inspired words of the Apostle Peter who was given the keys to the kingdom what to do. Don’t miss it…

And Peter said to them, “Repent, and let each of you be baptized in the name of Jesus Christ for the forgiveness of your sins; and you shall receive the gift of the Holy Spirit. Acts 2:38

One last point for this brief tract. Don’t deny the truth of Acts 2:38 because of the grace and power and love of God.

Many have had religious experiences, many have had what are called ‘conversion experiences’ where their lives have been changed or where they, as believers, repented and changed their lives. They had prayers answered and did works for Jesus (Just like those did in Matthew 7:23). If this has already happened to you, it is God’s grace, power and love you have experienced, but it doesn’t change what you must do to be saved, according the Word of God, the Bible.

Saul of Tarsus had a religious, Holy Ghost experience where he finally saw the light and even surrendered his will to Jesus (Acts 9 and Acts 22). BUT then WHAT WAS HE TOLD TO DO?

‘And now why do you delay? Arise, and be baptized, and wash away your sins, calling on His name.’ Acts 22:16

(If you were to take time and read the book of Acts you will note there was not one conversion in that book where the person was not baptized.)

NOTE: If your baptism wasn’t done properly, there is a Bible precedent for you to be re-baptized. See Acts 19:1-5. WHY RISK IT?

A SIMPLE SUMMARY ON PROPER, BIBLICAL BAPTISM

1.
Believe that Jesus Christ is and was the Son of God and King of kings.
2.
Repent! Repent of your sins, meaning surrender your life to the King. Do His will over your will. Try to sop doing wrong, and start doing right. You die to your old way of life. (THEN you receive the gift of the Holy Spirit that is a helper that helps you when you try.)
3.
Be Baptized in the Name of Jesus Christ FOR the REMISSION of your sins. Baptism is immersion (or burial) in water, and it is where you contact the shed blood of Jesus Christ that washes away sin (Acts 22:16). (Prior to being baptized and as proof of your belief, confess out loud that He is the Son of God. See Romans 10:9 and Acts 8:37.)

When you do the above, you are then born-again of the water and the spirit (John 3:5) and become a member of His corporate body, which is the Church (1 Corinthians 12:12-14).

Therefore we have been buried with Him through baptism into death, in order that as Christ was raised from the dead through the glory of the Father, so we too might walk in newness of life. For if we have become united with Him in the likeness of His death, certainly we shall be also in the likeness of His resurrection, knowing this, that our old self was crucified with Him, that our body of sin might be done away with, that we should no longer be slaves to sin. Romans 6:4-6

I/R operations facilitate the ability to conduct rapid and decisive combat operations; deter, mitigate, and defeat threats to populations that may result in conflict; reverse conditions of human suffering; and build the capacity of a foreign government to effectively care for and govern its population. This includes capabilities to conduct shaping operations across the spectrum of military operations to mitigate and defeat the underlying conditions for conflict and counter the core motivations that result in support to criminal, terrorist, insurgent, and other destabilizing groups. I/R operations also include the daily incarceration of U.S. military prisoners at facilities throughout the world.

This manual continues the evolution of the I/R function to support the changing nature of OEs. In light of persistent armed conflict and social turmoil throughout the world, the effects on populations remain a compelling issue. The world population will increase from 6 billion to 9 billion in the next two decades, with 95 percent of the growth occurring in the developing world. By 2030, 60 percent of the world’s population will live in urban areas. Coexisting demographically and ethnically,  diverse societies will aggressively compete for limited resources.

Typically, overpopulated third world societies suffer from a lack of legitimate and effective enforcement mechanisms, which is generally accepted as one of the cornerstones of a stable society. Stability within a population may eliminate the need for direct military intervention. The goal of military police conducting detainee operations is to provide stability within the population, its institutions, and its infrastructure. In this rapidly changing and dynamic strategic environment, U.S. forces will compete with local populations for the same space, routes, and resources. The modular force’s ability to positively influence and shape the opinions, attitudes, and behaviors of select populations is critical to tactical, operational, and strategic success.

An adaptive enemy will manipulate populations that are hostile to U.S. intent by instigating mass civil disobedience, directing criminal activity, masking their operations in urban and other complex terrain, maintaining an indistinguishable presence through cultural anonymity, and actively seeking the traditional sanctuary of protected areas as defined by the rules of land warfare. Such actions will facilitate the dispersal of threat forces, negate technological overmatches, and degrade targeting opportunities. Commanders will use technology and conduct police intelligence operations to influence and control populations, evacuate detainees and, conclusively, transition rehabilitative and reconciliation operations to other functional agencies. The combat identification of friend, foe, or neutral is used to differentiate combatants from noncombatants and friendly forces from threat forces.

Civilian Internees

1-10. A CI is a civilian who is interned during armed conflict, occupation, or other military operation for security reasons, for protection, or because he or she committed an offense against the detaining power. (JP 3-63) CIs, unless they have committed acts for which they are considered unlawful combatants, generally qualify for protected status according to the GC, which also establishes procedures that must be observedwhen depriving such civilians of their liberty. CIs are to be accommodated separately from EPWs and persons deprived of liberty for any other reason.

1-11. Protected persons are persons protected by the Geneva Convention who find themselves, in case of a conflict or occupation, in the hands of a party to the conflict or occupying power of which they are not nationals. (AR 190-8). Protected persons who are interned for imperative reasons of security are also known as CIs. Protected persons under the Geneva Conventions include—

Hors de combat (refers to the prohibition of attacking enemy personnel who are “out of combat”).

Detainees (combatants and CIs).

Wounded and sick in the field and at sea.
Civilians.

Note. If protected persons are detained as spies or saboteurs or are suspected of or engaged in activities hostile to the security of the state or occupying power, they may be interned or imprisoned. In such cases, they retain their status as a protected person and are granted the full rights and privileges of protected persons.

DISLOCATED CIVILIANS

1-19. The term dislocated civilian is a broad term that includes a displaced person, an evacuee, an expellee, an internally displaced person, a migrant, a refugee, or a stateless person. (JP 3-57) DCs are individuals who leave their homes for various reasons, such as an armed conflict or a natural disaster, and whose movement and physical presence can hinder military operations. They most likely require some degree of aid, such as medicine, food, shelter, or clothing. DCs may not be native to the area or to the country in which they reside. (See chapter 10.) The following DC subcategories are also defined in JP 3-57:

Displaced person. A displaced person is a civilian who is involuntarily outside the national boundaries of his or her country. (JP 1-02) Displaced persons may have been dislocated because of a political, geographical, environmental, or threat situation.
Evacuee. An evacuee is a civilian removed from a place of residence by military direction for reasons of personal security or the requirements of the military situation. (JP 3-57)

Internally displaced person. An internally displaced person is any person who has left their residence by reason of real or imagined danger but has not left the territory of their own country.Internally displaced persons may have been forced to flee their homes for the same reasons as refugees, but have not crossed an internationally recognized border.

Expellee. An expellee is a civilian outside the boundaries of the country of his or her nationality or ethnic origin who is being forcibly repatriated to that country or to a third country for political or other purposes. (JP 3-57)

Migrant. A migrant is a person who (1) belongs to a normally migratory culture who may cross national boundaries, or (2) has fled his or her native country for economic reasons rather than fear of political or ethnic persecution. (JP 3-57)

Refugee. A refugee is a person, who by reason of real or imagined danger, has left their home country or country of their nationality and is unwilling or unable to return.

Stateless person. A stateless person is a civilian who has been denationalized or whose country of origin cannot be determined or who cannot establish a right to the nationality claimed.

AGENCIES CONCERNED WITH INTERNMENT AND RESETTLEMENT

1-40. External involvement in I/R missions is a fact of life for military police organizations. Some government and government-sponsored entities that may be involved in I/R missions include—

International agencies.

UN.

International Committee of the Red Cross (ICRC).

International Organization of Migration.

U.S. agencies.

Local U.S. embassy.

Department of Homeland Security.

U.S. Immigration and Customs Enforcement (ICE).

Federal Emergency Management Agency.

1-41. The U.S. Army National Detainee Reporting Center (NDRC), supported by theater detainee reporting centers (TDRCs), detainee accountability, including reporting to the ICRC central tracing agency.

1-42. There are also numerous private relief organizations, foreign and domestic, that will likely be involved in the humanitarian aspects of I/R operations. Likewise, the news media normally provides extensive coverage of I/R operations. Adding to the complexity of these operations is the fact that DOD is often not the lead agency. For instance, the DOD could be tasked in a supporting role, with the Department of State or some other agency in the lead. (See appendix E.)

SUPPORT TO CIVIL SUPPORT OPERATIONS

2-39. Civil support is the DOD support to U.S. civil authorities for domestic emergencies, and for designated law enforcement and other activities. (JP 3-28) Civil support includes operations that address the consequences of natural or man-made disasters, accidents, terrorist attacks and incidents in the U.S. and its territories.

2-40. The I/R tasks performed in support of civil support operations are similar to those during combat operations, but the techniques and procedures are modified based on the special OE associated with operating within U.S. territory and according to the categories of individuals (primarily DCs) to be housed in I/R facilities. During long-term I/R operations, state and federal agencies will operate within and around I/R facilities within the scope of their capabilities and identified role. Military police commanders must closely coordinate and synchronize their efforts with them especially in cases where civil authority and capabilities have broken down or been destroyed.

PSYCHOLOGICAL OPERATIONS OFFICER

3-55. The PSYOP officer in charge of supporting I/R operations serves as the special staff officer responsible for PSYOP. The PSYOP officer advises the military police commander on the psychological impact of military police or MI actions to prevent misunderstandings and disturbances by detainees and DCs. The supporting I/R PSYOP team has two missions that reduce the need to divert military police assets to maintain security in the I/R facility. (See appendix J.) The team—

Assists the military police force in controlling detainees and DCs.
Introduces detainees or DCs to U.S. and multinational policy.

3-56. The PSYOP team also supports the military police custodial mission in the I/R facility. The team—

Develops PSYOP products that are designed to pacify and acclimate detainees or DCs to accept U.S. I/R facility authority and regulations.

Gains the cooperation of detainees or DCs to reduce the number of guards needed.

Identifies malcontents, trained agitators, and political leaders within the facility who may try to organize resistance or create disturbances.

Develops and executes indoctrination programs to reduce or remove antagonistic attitudes.
Identifies political activists.

Provides loudspeaker support (such as administrative announcements and facility instructions when necessary).

Helps the military police commander control detainee and DC populations during emergencies.

Plans and executes a PSYOP program that produces an understanding and appreciation of U.S. policies and actions.

DETAINEE PROCESSING TECHNIQUE

4-33. Upon capture, Soldiers must process detainees using the “search, silence, segregate, speed, safeguard, and tag (5 Ss and T)” technique. This technique provides a structure to guide Soldiers in conducting detainee operations until they transfer custody of detainees to another authority or location. Complete the “5 Ss and T” technique as follows:

Search. Neutralize a detainee and confiscate weapons, personal items, and items of potential intelligence and/or evidentiary value.

Silence. Prevent detainees from communicating with one another or making audible clamor such as chanting, singing, or praying. Silence uncooperative detainees by muffling them with a soft, clean cloth tied around their mouths and fastened at the backs of their heads. Do not use duct tape or other adhesives, place a cloth or either objects inside the mouth, or apply physical force to silence detainees.

Segregate. Segregate detainees according to policy and SOPs (segregation requirements differ from operation to operation). The ability to segregate detainees may be limited by the availability of manpower and resources at the POC. At a minimum, try to segregate detainees by grade, gender, age (keeping adults from juveniles and small children with mothers), and security risk. MI and military police personnel can provide additional guidance and support in determining the appropriate segregation criteria.

Speed. Quickly move detainees from the continuing risks associated with other combatants or sympathizers who may still be in the area of capture. If there are more detainees than the Soldiers can control, call for additional support, search the detainees, and hold them in place until reinforcements arrive.

Safeguard. Protect detainees and ensure the custody and integrity of all confiscated items. Soldiers must safeguard detainees from combat risk, harm caused by other detainees, and improper treatment or care. Report all injuries. Correct and report violations of U.S. military policy that occur while safeguarding detainees. Acts and/or omissions that constitute inhumane treatment are violations of the law of war and, as such, must be corrected immediately. Simply reporting violations is insufficient. If a violation is ongoing, a Soldier has an obligation to stop the violation and report it.

Tag. Ensure that each detainee is tagged using DD Form 2745. Confiscated equipment, personal items, and evidence will be linked to the detainee using the DD Form 2745 number. When a DA Form 4137 is used to document confiscated items, it will be linked to the detainee by annotating the DD Form 2745 control number on the form.

6-8. When constructing a facility, planning considerations may include, but are not limited to—

Clear zones. As appropriate, mission variables determine the clear zone surrounding each facility that houses detainees. Construct at least two fences (interior and exterior) around the detainee facility and ensure that the clear zone between the interior and exterior fences is free of vegetation and shrubbery.

Guard towers. Locate guard towers on the perimeter of each facility. Place them immediately outside the wall or, in case of double fencing, where they permit an unobstructed view of the lane between the fences. The space between towers must allow overlapping observation and fields of fire. During adverse weather, it may be necessary to augment security by placing fixed guard posts between towers on the outside of the fence. Towers must be high enough to allow an unobstructed view of the compound and low enough to permit an adequate field of fire. The tower platform should have retractable ladders and should be wide enough to mount crew-served weapons. Another consideration involves using nonlethal capabilities from guard towers.

Lights. Provide adequate lighting, especially around compound perimeters. Illuminating walls and fences discourages escapes, and illuminating inner strategic points expedites the handling of problems caused by detainees. Lights should be protected from breakage with an unbreakable glass shield or a wire mesh screen. Ensure that lights on the walls and fences do not interfere with the guards’ vision. Provide secondary emergency lighting.

Patrol roads. Construct patrol roads for vehicle and foot patrols. They should be adjacent to outside perimeter fences or walls.

Sally ports. A sally port is required to search vehicles and personnel entering and leaving the main compound. It is recommended that a sally port be placed at the back entrance to the facility.

Communications. Ensure that communication between the towers and the operation headquarters is reliable. Telephones are the preferred method; however, ensure that alternate forms of communication (radio and visual or sound signals) are available if telephones are inoperable.

WASHINGTON (AP) — From tasteless photos to urinating on dead insurgents, bad behavior by U.S. troops in Afghanistan has hampered America’s war effort over the past year, triggering a broad new campaign by defense leaders to improve discipline in the ranks.

Defense Secretary Leon Panetta, in his first personal appeal to troops on the issue, is expected Friday to remind U.S. forces that they are representing the American people and they must behave up to military standards.

Panetta will speak to soldiers at Fort Benning, Georgia, and he is expected to urge them to act as leaders and look after their comrades. His remarks are expected to reflect recent talks by the Army and Marine Corps chiefs telling their commanders to get their troops in line.

The service leaders have zeroed in on discipline in meetings with mid-level commanders around the country. They say they recognize that part of the problem may be leadership stumbles by the young officers who have shouldered much of the burden of wars in Iraq and Afghanistan.

“Maybe we’ve gotten overconfident and maybe we’ve gotten a little bit comfortable in our young leaders,” Gen. Ray Odierno, the Army chief of staff, told The Associated Press in an interview Thursday. “Realizing that they are young, they don’t have a lot of experiences. We have to continue to assist them so they understand what is expected of them.”

Marine Corps Commandant James Amos was blunter.

“We are allowing our standards to erode,” he wrote his commanders. “A number of recent widely publicized incidents have brought discredit on the Marine Corps and reverberated at the strategic level. The undisciplined conduct represented in these incidents threatens to overshadow all our good work and sacrifice.”

Senior leaders have warned for several years about a deterioration of discipline that may have contributed to increased substance abuse, suicides, domestic abuse and other problems.

In January, Marines were found to have made a video showing them urinating on Afghan insurgents’ corpses. In February, troops mistakenly burned copies of the Quran, which led to violent protests and revenge killings of six Americans. In March, a U.S. soldier left his base and allegedly killed 17 civilians, mainly women and children. Last month, newly revealed photographs showed U.S. soldiers posing in 2010 with Afghan police holding the severed legs of a suicide bomber.

Marine Gen. John Allen, the top U.S. commander in Afghanistan, has expressed concern about the impact that those incidents have had on the war, according to a senior defense official. Allen believes that a number of major setbacks in the past six months have resulted from moral, not operational, failures, said the official, who spoke on condition of anonymity to discuss internal assessments.

Insurgents have used the incidents to incite violence and undermine U.S. efforts to win over the Afghan people, considered critical to counterterrorism operations. The incidents have reinforced the perception of Americans as unfriendly or occupying forces who do not understand the culture or the religion of the people they are supposed to protect.

Such ethical lapses have occurred in war through the centuries. But military officials and outside experts generally agree that America’s longest war has put unprecedented strain on the country’s all-volunteer military, an overwhelmingly young force that needs supervision and strong leadership.

In earlier conflicts such as those in Vietnam or Korea, such incidents were not as readily visible. Today, they end up on YouTube in seconds, viewed by an audience that does not always attribute such behavior to the stress of war.

After writing his letter to Marine commanders, Amos began taking his message to bases and stations in talks with officers. And Odierno included the topic during meetings with his two- and three-star commanders, as well as in talks with younger officers he sees during base visits.

Odierno said that overall the force has behaved admirably over the past 11 years of war and that troops understand the importance of standards and discipline.

“We’re putting a lot more responsibility on very young leaders, lieutenants and sergeants,” Odierno said. “We just have to remind everybody that we have to put the checks and balances in place, and we have to remind everybody about the importance of culture and the profession.”

‘Supermoon’ May Outshine Meteor Shower This Weekend

The biggest full moon of the year, a so-called “supermoon,” will take center stage when it rises this weekend, and may interfere with the peak of an annual meteor shower created by the leftovers from Halley’s comet.

The supermoon of 2012 is the biggest full moon of the yearand will occur on Saturday (May 5) at 11:35 p.m. EDT (0335 May 6), though the moon may still appear full to skywatchers on the day before and after the actual event. At the same time, the annual Eta Aquarid meteor shower will be hitting its peak, NASA scientists say.

“Its light will wash out the fainter Eta Aquarid meteors,” NASA meteor expert Bill Cooke of the Marshall Space Flight Center told SPACE.com in an email. Still, Cooke said there’s a chance that the brightest fireballs from the meteor display may still be visible.

A supermoon occurs when the moon hits its full phase at the same time it makes closest approach to Earth for the month, a lunar milestone known as perigee. Scientists also refer to the event as a “perigee moon,” according to a NASA video on the 2012 supermoon.

That’s exactly what will happen on Saturday, when the moon will swing within 221,802 miles (356,955 kilometers) of Earth — its closest approach of the entire year. Because the moon’s orbit is not exactly circular, there is a 3-percent variation in its closest approaches to Earth each month. The average Earth-moon distance is about 230,000 miles (384,400 km).

With May’s full moon timed with the moon’s perigee, it could appear 14 percent bigger and 30 percent brighter than other full moons of 2012, astronomer Tony Phillips explained in a NASA video. There is absolutely no chance the supermoon will threaten Earth.

While the moon’s extra brightness during the supermoon may wash out some of the fainter Eta Aquarid meteors, all is not lost, Cooke said.

“Our fireball cameras have already detected four bright ones. So I would say that the odds are pretty good that folks can see a bit of Halley’s Comet over the next few days, if they care to take the time to look,” Cooke explained. “They will be the big and bright ones, fewer in number with a rate of just a few per hour, but they will be there.”

Cooke anticipates that the 2012 Eta Aquarid meteor shower will peak at up to 60 meteors per hour on May 5.

The eta Aquarid display is one of two meteor showers created by dust from Halley’s comet (the Orionid shower in October is the other). It occurs every April and May when the Earth passes through a stream of debris cast off by comet Halley during its 76-year trip around the sun.

The eta Aquarid meteor shower of 2012 actually began on April 19 and ends on May 28, but its peak is in the overnight period between Saturday and Sunday (May 5 and 6).

“Meteor watchers in the Southern Hemisphere stand the best chance of seeing any meteors,” a NASA advisory from the agency’s Jet Propulsion Laboratory explained.

I was given this following data by a person interested in moon calender gardening and have no idea of the source or accuracy: but the stuff about supermoons may be of interest if its factual. In this instance it relates specifically to Queensland, Australia.

“The moon does an 18.6 year cycle. A supermoon is a new or full moon which occurs when the moon is at 90% or greater of its perigee approach to earth. An extreme supermoon is when the moon at new or full is at 100% or greater mean perigee (closest) distance to earth.

1955 floods:   There was an extreme supermoon at Full Moon on 10 Nov 1954. Flooding occurred from Oct 1954 to 23 Feb 1955.

1974 floods:   There was an extreme supermoon at Full Moon on 8 Jan 1974. 3 weeks of rain up to 29 January 1974.

1992 floods:   There was an extreme supermoon at Full Moon on 19 Jan 1992.

2011 floods:   There are supermoons at Full Moon on 18 Feb 2011, 19 Mar 2011, 18 April 2011. There is an extreme supermoon at Full Moon on 19 April 2011.”

China, Russia Team Up at Sea

Don’t freak out. But the Russian and Chinese militaries just joined forces — at least for a week, for a major exercise at sea. At least two dozen warships from both nations spent the last week conducting anti-piracy and “joint escort” operations, search and rescue and “firing hundreds of shells at surface, underwater and air targets,” according to local press reports.

The cooperation between Russia and China’s sailors could be a foreboding sign for the U.S. Navy, which is turning its sights to the Pacific. Or it could be a relatively isolated event — a very temporary alliance between two second-tier powers that still have all sorts of reasons to mistrust one another. And that’s if the ships are even capable of holding up over the stress of prolonged exposure at sea.

The exercise, variously named Naval Interaction or Maritime Cooperation 2012, took place in the Yellow Sea near the eastern Chinese coastal city of Qindao. On the Chinese side: two submarines and 16 surface warships, among them destroyers like the DDG-112 Harbin and five frigates like the Chzhoushan and Suyzhow, among auxiliary and support vessels. On the Russian side: the Pacific Fleet flagship cruiser Varyag (not to be confused with a defenseless ex-Russian aircraft carrier that was sold to China and renamed the Shi Lang) along with destroyers Admiral Vinogradov, Marshal Shaposhnikov and the Admiral Tributs.

That’s a considerable amount of firepower. But it’s peanuts compared to the 2005 “Peace Mission” exercise — the first time Russia and China ever held a joint military exercise at sea. That one included five times as many ships, plus scary force-projecting amphibious assault operations. This exercise involves more anti-submarine operations, which are notable on their own, particularly for the U.S. Navy. But it’s difficult to compare the two.

“To date China has not used its navy the way we think of it,” Jim Holmes, an associate professor of strategy at the Navy War College, tells Danger Room. “In a sense the U.S. Navy is at sea, and at war, all the time. The only real difference between wartime and peacetime conditions is whether live or exercise rounds come out of the barrel when we fire our weapons during exercises.”

China is different. Sure, they’ve built a whole slew of new “ship-killer” missile boats and diesel-powered submarines.  But there’s a big difference between building a Navy — and using it. “If China wants to be a serious naval power,” Holmes adds, “it has to take ships to sea, both to test out its shiny new hardware and to let PLA Navy mariners hone their skills and build up some esprit de corps.”

What’s undeniable are the short-term and provocative political implications. The exercises also take place with heightened anxiety over a North Korea rocket test — which dunked into the Yellow Sea earlier this month — and a possible impending nuclear test. Joint U.S. and South Korean exercises, and the U.S. sending the George Washington into that same Yellow Sea, raised hackles in Beijing. Now these joint operations might be tit-for-tat.

“This exercise is a political message,” e-mails Abe Denmark, with the National Bureau of Asian Research. “China in recent years has expressed disapproval of [U.S.-South Korean] joint exercises in the Yellow Sea, especially those that involve an aircraft carrier. Chinese officials object to the proximity of American air and naval power to their economic and political centers, and want to make the case (especially to Seoul) that these exercises are uncomfortable when they’re just off your shores.”

Of course, these are shores that the U.S. Navy wants to spend more time around. The President and the Pentagon have declared that American forces are pivoting to the Pacific, in part to counter a rising China. That job could get a lot tougher, if Beijing and Moscow start to collaborate more often.

For the moment, though, that doesn’t seem to be happening. “In political terms, I don’t see this exercise as a harbinger of things to come in the Western Pacific,” says Holmes. “It’s a lot easier to list things keeping Beijing and Moscow apart than it is to list things tending to unite them in some sort of seagoing entente or alliance.”

Former Senator Trent Lott Lobbies for U.N. Treaty He Vehemently Opposed

Former U.S. Senate Majority Leader Trent Lott is lobbying for the Senate to ratify a treaty that would undermine American sovereignty and damage the country economically – incidentally, characterizations that Lott himself has advanced.

During his time in the Senate, Lott vehemently opposed the U.N. Convention on the Law of the Sea, also known as the Law of the Sea Treaty (LOST), saying it would create a “U.N. on steroids” that “would undermine U.S. military operations … and impair navigational rights” by subjecting maritime disputes to U.N. authority.

Lott denounced the measure in this 2007 press conference held by Sen. Jim DeMint (relevant segment begins at 1:33):

But despite his previous opposition, disclosure forms filed for the first quarter of 2012 (embedded below) show that Lott is one of four lobbyists from the Breaux Lott Leadership Group, a subsidiary of lobbying giant Patton Boggs LLP, pushing for Senate ratification of the treaty.

Lott, a Mississippi Republican, is Senior Counsel for Breaux Lott, which lobbied for LOST on behalf of the Shell Oil Company and Pike Associates, another lobbying firm, according to the disclosure forms.

“What happened to Lott in his time in the private sector to change his mind on all of these issues?” asked Heritage’s Brian Darling in response to the lobbying efforts. Lott’s office declined to comment on the apparent discrepancy in the former Senator’s position on the issue.

Shell has previously testified in support of LOST ratification, saying that it would ensure the United States’ ability to develop offshore oil resources – which would benefit Shell directly. According one of the disclosure forms, Shell paid Breaux Lott $80,000 during Q1 to lobby on issues including LOST.

While Shell’s interest is primarily financial, Lott also lobbied on behalf of environmental interests. Pike Associates, mentioned above, is headed up by Jeffrey Pike, the former Chief of Staff for the House Committee on Merchant Marine and Fisheries and a former member of the Commerce Department’s Marine Fisheries Advisory Committee under President Clinton.

Pike’s website says it was recently “selected to manage a multimillion dollar campaign on Senate ratification of the international Law of the Sea Treaty.” It paid Breaux Lott $30,000 to lobby for LOST ratification.

Additional disclosure forms show that Pike has lobbied for LOST on behalf of the Pew Charitable Trusts. Pew pushed hard for the treaty with a campaign headed up by the former head of governmental affairs for the radical environmentalist group Greenpeace.

Heritage’s Kim Holmes explored LOST’s deficiencies in a Washington Times column last year. The treaty “reflects the 1970’s ‘new economic order’ ideology that viewed ocean riches as the ‘common heritage of mankind,’” Homes explained. “Consequently, it establishes a bureaucracy to redistribute the wealth of the deep seabed and the extended continental shelf.”

“Consensus often works against U.S. interests in the U.N. General Assembly,” Holmes added, “and it would do so in this international body. Imagine how a U.N.-like body with a ‘right’ to distribute U.S. revenues would behave.”

Lott had expressed similar sentiments during his time in the Senate. “If the Senate ratifies the Law of the Sea Treaty,” he said in 2007, “we will cede our national sovereignty – both militarily and economically.” Lott also cited the “huge new bureaucracy” the treaty would establish as cause for his opposition.
